No timeline has been published for Snort 3 releases but a beta release will be out "soon", I'd say within a month for sure.

I could leave the rules out of the package, but that leaves a follow-on
step for users who install the Snort package on OpenWrt.

Second, has the Snort team published a timeline for the final 3.0.0
release? The team has clearly done a huge amount of work on the Snort 3
source tree. As a packager, I am interested in projecting when we will
see a stable release. The last time I have seen this discussed was on
the Snort mailing list in 2016 ("snort++ (ver. 3) roadmap/release date,"
April 15, 2016.
