There are a lot of tools to do it. They are generally based on recording 
of a user session (with an http proxy or controlling browser activity) 
and reproducing it with a lot of simulated user.

"Free" one:
1) Microsoft Web Stress Tools. It is a quite simple and useful tool. 
There is a better and newer version in Visual Studio .NET. You can find

2) IBM Web Performance tools. I really like this tools that is really 
robust, can simulate a huge number of concurrent users on a small pc and 
has a strong http session management. It is a no gui application. You

For a more complete solution for stressing a complex application, 
analizing how much load it can handle and optimizing you can use tools 
from mercury interactive (www.mercuryinteractive.com) like Astra quick 
test or Load Runner. Mercury product are not free (I think you can 
download a working demo of Astra quick test). You can find other 
commercial product for stressing web application from Rational (now IBM) 
and BMC.
