VPN testing utility

Have any of you ever come across a windows program that can test if VPN can pass through a firewall before trying to establish a connection? For example, travellers could launch a probe from their laptop through the hotel's internet to see if 500/udp and IPSec/ESP (or 4500/udp or the like for NAT-T) can even get through before trying to launch the VPN client. It would cut down on HQ support calls if we could immediately determine that it was being blocked by the local firewall instead of trying to troubleshoot the client in the first place.
