   3.  Send messages between the two accounts
       which might be interesting to the NSA.

Anybody remember the old "NSA/CIA sigblocks"?  You'd see messages all the time 
that had sigblocks consisting of "interesting" words, like:

communist cell sleeper mole motherland explosives heroin AK-47 terrorist 
training camp espionage spy wiretap drop secret 

etc, going on for abotu a paragraph length.  A lot of people used them for all of 
their email, and encouraged others to do the same.  The point was to max out 
Echelon, and get the watchers spending their time reading pointless messages that 
had been pulled up by the system.
