Don't their radios work?! Sheesh...

In my neck of the woods, however, a cop never goes hungry. The drug
war is far too lucrative for that to happen...

constraints, are not given cell phones.  They're putting their lives on
the line, and what do we do?  Send them into a dangerous situation with
a quarter for the payphone.
