Database design.

Suppose you were asked to design a database to store the medical records of everyone in the UK (about 60 million people), with adequate security, and giving access to those medical staff who need access to those records. As a first stab, what would you guess would be the cost of such a thing, and what (roughly, in one paragraph) would be your design?
