Database design.

Suppose you were asked to design a database to store the medical records 
of everyone in the UK (about 60 million people), with adequate security, 
and giving access to those medical staff who need access to those records.

As a first stab, what would you guess would be the cost of such a thing, 
and what (roughly, in one paragraph) would be your design?

I ask, because a project like this is underway in the UK, expected to cost
some $40 billion, and I've just written to my MP suggesting that a
*massively* lower figure would be more appropriate (including my
one-paragraph design), and asking her to raise this as a Parliamentary
Question.
