I can't remember now, but I was almost positive it was in the SSN act
itself - reiterated later in other legislation or modifications to the
SSN act.

Maybe outside of education this is true, but at least FERPA (Family
Educational Rights and Privacy Act) rules from the Board of Education
permit collection and use of SSNs:
