Or, you could look into Winternals' "Protection Manager":

Not sure if it has a "standalone" mode -- what little I've read 
suggests it's heavily targeted at managed environments like corporate 
LANs with their DCs/ADs and workstation management via policies, but 
_you_ might have some fun looking at it anyway, even if you don't end 
up using it on your daughters' machines.  You can get like a 30-day 
trial license from them for testing purposes...
