Please, that's an idea an 18 year old, voting for the first time,
might have. They give each other gifts all the time - nothing Bush has
used to "increase" his powers were invented by his administration -
they were all inherited from previous presidents. Some democrats, some
republicans. War time presidents especially.

The reason they give each other gifts is because they're all of the
same pool - why would they piss in it?
