Is the DHS chasing after tin-foil hat Internet rumors?

Hi,

A friend of mine found a Google referring URL in his server logs for this
search string:

   The coming terrorist anthrax attack on los angeles

The interesting thing is the search was done from IP address belonging to
the DHS.

I repeated the Google search and found this questionable Web page:

   http://boozers.fortunecity.com/avery/392/bioterror/bioterror.htm

What's up at the DHS?
