There's a big difference between requiring and requesting.

I think there was a decision though that does allow for requiring.

  I've always had to show ID to get on a plane, even before 9/11.  If
airlines are really prevented by law from requiring any kind of ID, how
come they ask for one?  Although maybe they require ID to get the
Ticket, but not to get on the plane?  Interesting....
