I have read this before and re-read it again.

This could make for an interesting future.  If made law, the possession of
software in volition of this convention could make a number of people
criminals.

It would make being a security consultant very tricky.  Right now in at
least one state in the US, possession of hacking tools is a crime. They are
considered tools of the trade, as if they were lock pick tools.

But like gun control and prohibition, you turn average citizens into
criminals and the criminals will continue to operate as if the law did not
exist.

Otherwise, they wouldn't be criminals.

Fyodor, nmap enthusiasts-

I was just wondering how you guys feel about the Draft Convention on
Cybercrime being circulated throughout roughly 40 countries for approval
(including the US)?  In it, certain "Illegal Devices" are banned
entirely, the definition of which encompasses utilities such as nmap
(Article 6).
