It seems to me that Heisenberg is assuming that we will always use invasive technology to measure particle movement and velocity,
I think it's more like, Heisenberg was stating that there is no other way to measure. That is, I interpret the Uncertainty Principle as saying that it is not possible to measure one value of a pair without correspondingly disrupting its paired value.
but if we develop a passive way of measuring the momentum and positions, then wouldnt we be able to know both at the same time?
Yes.
