Well yes, but then it has no use - well, unless you carry the battery
along, just not in the phone (or, equivalently, carry it turned off).
If you leave it set silent, you can still use it to make calls out
without having to wait for it to boot.


Then it also becomes useful if your Friendly Helpful Government Officials
want to know where you are.

For the extremely paranoid, taking the battery out will also help if you
don't trust the firmware - how do you know the off button turns off the RF
engine and not just the LCD? Or that the phone isn't recording everything
you say and hear?

Firmware rootkits are so much fun :)
