A frequently misunderstood label.

That "not to be used for" means "THIS ISN'T A FRIKKING PHOTO ID - DO NOT TRUST
THIS CARD TO IDENTIFY THIS PERSON AS THE BEARER".

This is different in very significant ways from the issue of using the SSN
as a key for database joins.....
