Yes, there are elements of "captcha" here, BUT that doesn't require the 
use of the randomly coloured background.  See, for example:

That usage does not require this latest development and stock 
pump'n'dump scam spam is ideally suited to this kind of thing as all 
that the "victim" has to remember from the whole spam message is the 
four-character "ticker symbol" -- a very trivial CAPTCHA.

[oh woe will be the hashcash payback...]
