If they spend a portion of those billions of dollars on security, 
sure.  But like most companies, security doesn't seem to be any more 
'built in from the ground up' than the next company. 

The difference is between outsourcing to the cloud and in sourcing for
governments is twofold:
        1) What is the financial incentive for governments to avoid
negative press due to a breach? What about Google and the like?
        2) The architecture is completely different. (Hopefully) no more
laptops containing entire employee databases, no more unpatchable/legacy
servers, no more unencrypted access to resources, etc.
