BUT he is doing analysis sharing, _AND_ he is trying to encourage more 
and more competent RE's to provide more detailed analyses so they can 
help (teach) others.  As the service is presented and run today, you 
cannot separate sample sharing from analysis sharing because he is 
soliciting both, doing both and encouraging more of both.
