E911 legislation requires that ALL US cell network operators implement GPS tracking by a particular date, which I think has already kicked in.

I got a call today for some advice on which cellphone is capable of invading your privacy the least. Apparently Verizon has an agreement with the FCC that they wont activate any phones that _dont_ have the GPS-thingy. At least this is what they told my Mom when forcing her to buy a new cellphone. My question is: What is the best phone as far as protecting your privacy goes?
