It's not a new law. There's been an outcry over a 15 year old who carried a knife stabbed to death in London (therefore it's more important than the other people stabbed to death in other cities - you've got to love us for our South-East centric view). There is apparently a big problem with underage children buying knives illegally and illegally carrying them.

So... The Police are offering a Knife amnesty for people to turn in illegal knives - we're talking Butterfly knives, machetes, flick knives ad nauseam.

The bit that pissed me off, when listening to the interviews on the radio on my way into work, is that they are comparing knives to firearms, saying that there should be the same restrictions. That is stupid, they are significant differences 'twixt use of a knife and use of a firearm (e.g. dehumanisation of action and potential for collateral damage that is achieved with a firearm, but not with a knife).
