What's the moral distinction between "too drunk to know where you're
pointing the gun, and therefor reckless", and "too drunk to know where
you're pointing the car"?

Pointing a gun in a dangerous direction - drunk or sober - isn't
generally legal anywhere. If you're pointing it at someone then you're
threatening their life. So far as pointing the car, same goes, there
are reckless driving laws you know.

Of course, there are varying levels of drunkenness and when you've
made the law so tight that you can't tell when someone is "legally
drunk" without pulling them over and giving them a breathalyzer...
