He means what parties in opposition always mean: "Elect us and we'll do
better than the current lot. What do you mean, how?"

Don't get too excited. It's unlikely that he's hoping for a mandate to
introduce the Saturday Night Special to the good people of Birmingham and
South London. ;-)
