How many states still don't have "riverboat" gambling?

Of course we want it here, and the states want it in their states -
and the Indians REALLY want it!

Our problem is some "moral hurdle" we have to make it over to get
gambling legal, however, like the lottery and the boats and casinos on
Indian reservations. I don't know why we put that hurdle up but
apparently we do.

Question I have here is: how did this guy break a US law from the UK?
I never understood it with the Panama bullshit and I don't understand
it in this instance...
