This is probably as close as you can get - but not really that close
(since gambling in Nevada - not vegas - is different, as is each
state, LOTS of states have gambling you know).

The manufacture and selling and transferring is all mandated by
hundreds (if not thousands) of Federal and State laws. There is an
entire law enforcement agency in charge of enforcing those laws - and
they answer to the treasury department.
