This is probably as close as you can get - but not really that close (since gambling in Nevada - not vegas - is different, as is each state, LOTS of states have gambling you know). The manufacture and selling and transferring is all mandated by hundreds (if not thousands) of Federal and State laws. There is an entire law enforcement agency in charge of enforcing those laws - and they answer to the treasury department.
its also common sense that gun makers do not sell guns, gun dealers sell guns. the dealers dont care so much about who they sell to because they know that the NRA will donate as many lawyers as it takes to make sure there are no repercussions from their actions
