I agree it would be very nice, but that doesn't make it so.  People will
do what people will do, and Law is a very poor deterrent - even if you
could substitute our kittenish punishments for some real zingers from
say the dark ages.  I would even go so far as to say it makes things
somewhat worse through a false sense of security.

We need more eyes open to the threat that is still present in the
system.  "We need a law" just doesn't work as advertised.
 
It works great here. Maybe Americans ignore the law. Maybe you should 
abolish that silly "drive on the right" law, it makes things worse through 
a false sense of security.
