That's probably a safe assumption. :)

This may be a lost in translation thing. 

Ah. Separated by a common language.

A lawsuit is the only way to change a law in this country. 
You can sue people, pets, corporations, govt agencies, states, 
fish, etc. ;-)

All of which is entirely rational and logical. ;-) But sueing a
country may be a little more difficult, as we don't have a 
an entirely global legal system...
